The Influence of Quality Policies and Digital Learning Ecosystems on Human Resource Competitiveness in the Industry 5.0 Era

Abstract

Digital transformation in education had been recognized as important for improving learning quality and strengthening human resource competitiveness in the industry 5.0 era, yet a gap had persisted between policy and classroom implementation. This study aimed to examine the effects of digital-based education quality policies and digital learning ecosystems on human resource competitiveness and to identify the most influential factor. A quantitative explanatory approach had been applied. Data were collected through closed questionnaires, structured interviews, and documentation involving 68 teachers at SMAN 3 Pontianak using total sampling. Analysis was conducted using SEM-PLS to assess relationships among variables. The results showed that digital-based quality policies had significantly influenced competitiveness (β = 0.37; p < 0.001), while digital learning ecosystems had exerted a stronger effect (β = 0.42; p < 0.001). Both variables jointly explained 51% of the variance. The study concluded that the digital learning ecosystem had been the most dominant factor and highlighted its critical role in enhancing education quality and human resource competitiveness.
